We have never saw this type of tow on the road. I would talk to drivers at tow truck company to see what to do with front wheel. If wheels turn sideways you would need new front tires in couple miles. Need some way to track wheels as you turn right or left plus think about this, some trucks use front wheel drive.

Are you asking if this towing configuration is legal in Texas? We have seen cars towed backwards on a tow dolly and assumed it had something to do with the transmission. John Blue brought up some issues to consider. We have no idea if there is a legal issue.
